I am unable to reproduce this problem. I am using Eucalyptus revno 931
and Euca2ools revno 221.

Perhaps something went wrong in the packaging?

$ euca-authorize default -P tcp -p 22 -s 0.0.0.0/0
GROUP	default
PERMISSION	default	ALLOWS	tcp	22	22	FROM	CIDR	0.0.0.0/0

$ euca-describe-groups 
GROUP	admin	default	default group
PERMISSION	admin	default	ALLOWS	tcp	22	22	FROM	CIDR	0.0.0.0/0
