[Bug 452185] [NEW] can't access SC volumes in a UEC instance

When I try

euca-attach-volume -i instanceid -d devicename scvolumename

it returns

scvolumename

but when I ssh into the instance, I can't access the scvolume, it
doesn't show up under /dev, fdisk /dev/devicename doesn't work.

and if I do

euca-describe-volumes

the volume has a status of available.
