[Bug 450463] [NEW] acpiphp module needs to be loaded on first boot

As mentioned in bug 432154, in UEC images we want acpiphp module
automatically loaded at boot.  For our images, the customer should not
have to set up anything additional to have dynamic block device support.

The expected fix here is to append 'acpiphp' to /etc/modules.  Ie:
 echo "acpiphp" >> /etc/modules

There is no expected negative affect of attempting to load that module
on ec2.  The primary reason for this at the moment is that the kernels
on ec2 do not have the module built.
