[Bug 443252] [NEW] [FFe] new upstream version closes several bugs, includes more bug fixes

Binary package hint: logwatch

This is probably a bug-fix-only release, but as upstream hasn't done official versioned releases, it's hard to distinctly assert that this is a minor-version bump.  That said, updating logwatch to current Debian (7.3.6.cvs20090906-1) seems to fix the following Ubuntu bugs:
 - bug 228917
 - bug 391077
 - bug 425206

Also, the patch Ubuntu carried for bug 296349 has been taken upstream.

Package builds, upgrades, and runs as expected.

No new bugs were filed in Debian against it, and it has moved to testing
now.  Debian's changelog:

   * change comment concerning the Mailto parameter to no longer talk about
     removed Print parameter. closes: #499109
   * lintian:
     - Standards-Version: 3.8.3 (no changes)
     - Change path to GPL2 in debian/copyright
