After booting from the UNR memory stick I get:
ubuntu at ubuntu:~$ ldd /usr/sbin/ntpd
ldd: /usr/sbin/ntpd: No such file or directory
ubuntu at ubuntu:~
probably because ntp is not installed...

I then tried to install ntp once again, with the following result:
ubuntu at ubuntu:~$
ubuntu at ubuntu:~$ sudo apt-get install ntp

Configuration file `/etc/ntp.conf'
==> File on system created by you or by a script.
==> File also in package provided by package maintainer.
What would you like to do about it ? Your options are:
    Y or I : install the package maintainer's version
    N or O : keep your currently-installed version
D : show the differences between the versions
Z : background this process to examine the situation
The default action is to keep your current version.
*** ntp.conf (Y/I/N/O/D/Z) [default=N] ?
 * Starting NTP server ntpd [ OK ]

So the original bug has vanished.
Beyond my understanding.... unless there has been a recent fix, as from the identical setup install previously failed -- as can be seen above.
