Performing a fresh install. I installed from a CD containing XP SP2, then applied SP3, then applied all updates via Windows Update.
Then I installed Microsoft Security Essentials - the free anti-virus from Microsoft, at this point the error appeared.
All attempts to rectify the situation failed (1. boot into safe mode, add-remove programs, get warning that security essentials cannot be uninstalled from within safe mode. 2. restore to a previous system restoration point, same error on reboot. 3. uninstall SP3, same error on reboot.)
