However the publication jobs may be respawned too fast and upstart would
stop them before avahi-daemon is running - this is a race condition
between avahi-daemon being ready and avahi-publish jobs being respawned
too fast.

However it's not a regression from the version in release since
publication jobs would never be automatically restarted. With the update
publication jobs may not be started.
