So, a brief HOWTO for building bacula with support for openssl in Ubuntu
would be (example for Ubuntu 9.04):

sudo apt-get build-dep bacula
sudo apt-get install build-essential libssl-dev fakeroot devscripts
apt-get source bacula
cd bacula-2.4.4
(open debian/rules, find CONF_ALL and add '--with-openssl')
dch -i -Djaunty
fakeroot dpkg-buildpackage
