This is by design. To remove configuration files you should use "sudo
apt-get remove --purge dnsmasq". The error you're getting at startup
comes from the fact that the dnsmasq-base package wasn't removed yet
(you should run "sudo apt-get autoremove" to get rid of it) and contains
the daemon file that is checked for existence before running the init
script.
