Able to reproduce on hardy by trying to install mythtv:

Unpacking ntp (from .../ntp_1%3a4.2.4p4+dfsg-3ubuntu2_i386.deb) ...
Setting up mysql-server-5.0 (5.0.51a-3ubuntu5.1) ...
 * Stopping MySQL database server mysqld
   ...done.
Reloading AppArmor profiles : done.
 * Starting MySQL database server mysqld
   ...done.
 * Checking for corrupt, not cleanly closed and upgrade needing tables.

Selecting previously deselected package mythtv.
(Reading database ... 204062 files and directories currently installed.)
Unpacking mythtv (from .../mythtv_0.21.0+fixes16838-0ubuntu3.1_all.deb) ...
Selecting previously deselected package mysql-server.
Unpacking mysql-server (from .../mysql-server_5.0.51a-3ubuntu5.1_all.deb) ...
 * Stopping MySQL database server mysqld
   ...fail!
invoke-rc.d: initscript mysql, action "stop" failed.
invoke-rc.d returned 1
There is a MySQL server running, but we failed in our attempts to stop it.
Stop it yourself and try again!
