[Bug 351378] [NEW] dhclient fails for virtual interfaces (IP aliases)

dhcp3-client 3.0.6.dfsg-1ubuntu9 on Ubuntu 8.04 fails as follows when
you attempt to use it to configure a virtual interface:

# dhclient eth0:0
There is already a pid file /var/run/dhclient.pid with pid 134519072

This is a regression from the prior Ubuntu release, so I've read.
