This bug was fixed in the package mysql-dfsg-5.1 - 5.1.31-1ubuntu2
mysql-dfsg-5.1 (5.1.31-1ubuntu2) jaunty; urgency=low
* Support upgrades from 5.0 to 5.1: (LP: #319848).
- debian/mysql-server-5.1.config: don't ask for root password when
upgrading from a 5.0 install.
- debian/control: mysql-server-5.1 conflicts and replaces
