Last useradd/groupadd call must have forgotten to release the lock, but it's difficult to tell why.
FWIW last package to previously add a user/group was dbus:
Adding new user `messagebus' (UID 108) with group `messagebus' ...
Thanks for reporting this bug, closing as Invalid as far as openssh is concerned.
