[Bug 400492] [NEW] Rebuild bind with --enable-fixed-rrset

Public bug reported:

Please recompile bind9 package with --enable-fixed-rrset option. If not
any drawbacks, do it please, it adds the ability to use 'fixed' in
'rrset-order' witch is needed to configure fallback DNS.
