Public bug reported:

During a package install, the root password for the MySQL database is
not asked. This is because the debconf question is asked at priority
medium. It should be high as in mysql-dfsg-5.0.

** Affects: mysql-dfsg-5.1 (Ubuntu)
     Importance: High
         Status: Triaged

** Changed in: mysql-dfsg-5.1 (Ubuntu)
   Importance: Undecided => High
       Status: New => Triaged
       Target: None => ubuntu-9.04-beta
