Can't reproduce this : the log directory is indeed created automatically
by the package.

>From a fresh Intrepid install, I run
$ sudo apt-get install samba
$ ls -ld /var/log/samba
drwxr-x--- 3 root adm 4096 2009-01-19 09:13 /var/log/samba

I suppose something else prevented /var/log/samba from being created in
your case... or it was removed after installation.
