mmm.

Specifically, I needed 2 files:

  /usr/lib/hal/hald-addon-usbhid-ups
  /usr/share/hal/fdi/information/20thirdparty/20-ups-nut-device.fdi

but looking at "apt-files list nut", I see

  /lib/nut/usbhid-ups

should I have to run this explicitly or should it "just work" (due to the
udev rule) when I plug the ups in?

ok.  I see.  sorry for the noise.

I'll remove the files I added and try again with just nut and see if it
works.

If you don't mind, give me 10 minutes to try it first (or, if you are sure
it will work, just let me know)
