Ok, I can reproduce it reliably now. Above is the configuration for dhcp3-server to get the same dhcp responses as in the dumps.
I can see what the bug submitter described with:

sudo dhclient eth0 -r
--> ok, no routes
sudo dhclient eth0
--> ok, all routes there
sudo dhclient eth0
--> default gateway missing from the routes
