So it seems that you have more than one 'options' section in your main
config file and included files. Could you please check if you have
duplicated the 'options' section in named.conf and named.conf.local and
fix your configuration.

This will likely resolve your problem. If so please set the bug's status
to Invalid. Thanks in advance!
