[Bug 496780] [NEW] eucalyptus-nc should depend on aoetools to support EBS

aoetools is currently a "suggests" of eucalyptus-nc.

In order to fully support Elastic Block Storage (EBS), we actually need
to depend or recommend aoetools.  To do this, we need to MIR aoetools.
