It seems that the libm library is not found by the installation process. But...
ubuntu at ubuntu:~/Desktop$ locate libm | grep .so
/lib/libm-2.10.1.so
/lib/libm.so.6

And also:
ubuntu at ubuntu:~/Desktop$ sudo ldconfig -v | grep libm-
	libm.so.6 -> libm-2.10.1.so
	libm.so.6 -> libm-2.10.1.so

There's more to the problem:
ubuntu at ubuntu:~/Desktop$ ldd /usr/sbin/ntpd
	linux-gate.so.1 =>  (0x00574000)
	libm.so.6 => not found
	libcrypto.so.0.9.8 => not found
	libcap.so.2 => not found
	libc.so.6 => not found
