The jar found at /usr/share/eucalyptus/eucalyptus-interface-1.6-devel.jar on a server where eucalyptus-cloud is installed is needed as well on servers where either eucalyptus-sc or eucalyptus-walrus is installed.  
It should be packaged in eucalyptus-java-common for this to be happening.
