I can fix this problem.
Change /etc/default/ssh/ssh:
SSHD_OPTS=
to
SSHD_OPTS=-4
This lets the ssh-server use onlyq IPv4. 
After chaning this setting, you should restart ssh-server:
# /etc/init.d/ssh restart
