# cat /etc/setkey.conf
flush;
spdflush;
spdadd 0.0.0.0/0 0.0.0.0/0[22] tcp -P out prio 1000 none;
spdadd 0.0.0.0/0[22] 0.0.0.0/0 tcp -P in prio 1000 none;

solution at this link works perfectly.
