Wondering if this might be an apparmor issue.

This is what apt/dpkg tells us...

  Setting up slapd (2.4.17-1ubuntu2) ...
    Backing up /etc/ldap/slapd.d/ in /var/backups/slapd-2.4.15-1.1ubuntu1... done.
  Cached reload succeeded for "/etc/apparmor.d/cache/usr.sbin.slapd".
  Starting OpenLDAP: slapdAborted
   - failed: 
  FATAL: error reading `/proc/sys/crypto/fips_enabled' in libgcrypt: Permission denied
  invoke-rc.d: initscript slapd, action "start" failed.
  dpkg: error processing slapd (--configure):
   subprocess installed post-installation script returned error exit status 134

While the kernel gives us this message....

In what way, if any, does your slapd configuration differ from what is
installed by default? Trying to see if I can reproduce this issue.
