Explicitly the commands I've used are:
test1 at localhost$ mkdir ~/.ssh
test1 at localhost$ cp rsa1023.pub ~/.ssh/authorized_keys2
test2 at localhost$ mkdir ~/.ssh
test2 at localhost$ cp rsa1023 ~/.ssh/id_rsa
test2 at localhost$ chmod 600 ~/.ssh/id_rsa
test2 at localhost$ ssh test1 at localhost
