This doesn't seem to be related to ipsec-tools. The how-to is a wiki
page and thus can be edited for corrections by anyone. If unsure about
the solution you can contact a relevant mailing list (which could be
ubuntu-server at lists.ubuntu.com in this case) to discuss it.
