Mysql had already been installed.  I don't know why I got the failed install
message.  Since Mysql was already configured, I opted NOT to use
dbconfig-common to configure the settings.  Then I got the
error.

Late last night I did a purge & remove of phpmyadmin and repeated the
process ACCEPTING to have dbconfig-common configure the settings.  That
fixed it.
