Which precise version of samba are you running ? Please give the output of:
dpkg-query -W -f='${Package} ${Version} ${Source} ${Status}\n' | grep samba

What are the permissions of the /var/lib/samba/usershares/public file ? Please give the output of:
ls -l /var/lib/samba/usershares

Please also give us the contents of the /var/lib/samba/usershares/public
file.

Does sharing a directory in a subdirectory of your home directory (for
example, sharing /home/rems14/shares/Public) work ?
