ldap-auth-config exists and is even installed on your system.

Please follow the instructions at:
https://help.ubuntu.com/8.10/serverguide/C/openldap-server.html#openldap-auth-config

that is, run:
sudo dpkg-reconfigure ldap-auth-config
not just:
sudo ldap-auth-config
