[Blueprint clamav-spamassassin-in-main] Support Clamav and Spamassassin in Main

The list of packages the need MIR is on the referenced wiki page.  All
MIR approved.  Packages promoted.  Need to drop some recommends from
clamav and add clamav and spamassassin to the server seed.

Note: Instead of splitting the package (as was indicated would be
likely) the Sendmail source was promoted to Main.  This also allowed us
to unsplit amavisd-new (reducing maintenance burden) and allows for the
possibility of Milters in Main in the future.
