Here are my two cents, my IPV6 is correctly enabled, but BIND does not
listens on the interface (I changed some bits for xxxxx in this output
though):

I wonder if you are hitting this problem?
--enable-getifaddrs=no should work around it.
If that doesn't work run 9.4.2-P1.

I will try re-building BIND 9.5.0 from source with this config change to
know if this fixes it.
