[Bug 301913] [NEW] php timezone in apache2 is UTC by default

Binary package hint: libapache2-mod-php5

I noticed that the default timezone seems to be UTC on Intrepid
libapache2-mod-php5.  I've never tested this before so I don't know if
previous distros have the problem as well.  php5-cli seems to default to
the system timezone.
