I've had the same problem, but only when the server is dhcp3-server,
then on my laptop I can only receive the dhcp configuration through the
pump application (running Hardy Heron).

Gateway Aspire 5570z

(using ndiswrapper)

My iPhone was also having problems getting a lease from the
dhcp3-server, eventually getting a connection.

I solved the issues installing the dhcp (version 2.0pl5-19.5ubuntu2.2)
package on my server (running Feisty Fawn).
