[Bug 226495] [NEW] bind9 boot priority needs to be changed

Public bug reported:

Binary package hint: bind9

On startup, bind9 would start before the NetworkManager DHCP, causing it
to 'bind' (sorry for the pun) to the loopback interface.  After bootup,
I could fix this by restarting the bind9 service.  That's annoying, so I
changed the boot priority to 91 with bum.  Could someone integrate this
into the package?  Thanks.
