I'm now running Kubuntu Gutsy,
me at comp:~$ uname -a
Linux comp 2.6.22-14-386 #1 Tue Feb 12 07:12:19 UTC 2008 i686 GNU/Linux

me at comp:~$ ssh -V
OpenSSH_4.6p1 Debian-5ubuntu0.1, OpenSSL 0.9.8e 23 Feb 2007

Still get the same error. It's easy enough to work around if you simply
know that you need the id_dsa.pub file.
