Please sync bind9 1:9.5.0.dfsg-3 (main) from Debian unstable (main).

Explanation of the Ubuntu delta and why it can be dropped:

The ubuntu uploads were done because Debian NEW queue processing was
taking forever.  There are no ubuntu-specific changes.

    The change in default has been done to make caching servers less
    attractive as reflective amplifying targets for spoofed traffic.
    This still leaves authoritative servers exposed.
