[Bug 237739] [NEW] samba shared fat 32 drive is now read only and permissions will not change after updating

This issue arose after I ran the automatic update ap in 7.1 and
installed all updates.   We can access the samba share on a fat 32 drive
but the permissions are locked at read only.  The permissions will not
change via the File Browser properties.
