Confirming on 
  Feisty (apache2 version 2.2.3-3.2ubuntu2.1), 
  Gutsy and,
  Hardy (apache2 version 2.2.8-1ubuntu0.3), 
that apache2 doesn't restart after installing libapache2-mod-php5.
