[Blueprint update-motd-inotify] Enhance update-motd to use inotify

I have spoken with Jon Bernard who has offered to implement this
blueprint.

Basically, I think we should:
 * create a separate binary package, update-motd-inotify, that provides an alternative update-motd implementation that uses inotify
 * this package might need to reside in universe, if it depends on other package(s) in universe (inoticoming?), and it might replace or conflict with the cron-based update-motd
 * it will need an initscript that implements start, stop, restart, and status of starting the daemon, watching the /var/run/update-motd directory for changes
 * it will need a small script that concatenates the data together for publication (see the implementation in the original update-motd script--we might want to extract that)
