[Bug 254215] [NEW] PEAR depends not included

Binary package hint: php5

When the intrepid PHP source package was updated recently, it seems the
maintainer failed to take into account one of the fixes from debian.
Namely this entry from the debian changelog

    - Depend on php5-cli in php-pear (Closes: #482517)
      + Previous change reverted because of PEAR packages FTBFS

While this dependency is in the Debian package, it doesn't seem to be in
the ubuntu version. Causing PEAR to fail (which was pointed out to me
because of https://bugs.launchpad.net/bugs/118697

This is a major bug, as it causes any package that uses pear, or even
depends on it to fail.
