tried it a couple different ways here is the output:
 
shawn at shawn-laptop:~$ smbclient //STORAGE/public -N -c 'recurse; mget pic/'Domain=[ȇ] OS=[] Server=[���]
ERRDOS - ERRbadfile (File not found.) listing \pic/

shawn at shawn-laptop:~$ smbclient //STORAGE/public/ -N -c 'recurse; mget pic'
Domain=[ȇ] OS=[] Server=[���]
Get file 椀挀? y
ERRDOS - ERRbadfile (File not found.) opening remote file \椀挀
