[Bug 211051] [NEW] Hardy: /etc/init.d/bacula-sd restart doesn't start if process not running

Binary package hint: bacula

bacula-sd wasn't running as it had no pid and nmap reported 9103 wasn't
open. Issuing /etc/init.d/bacula-sd restart didn't start the process. I
had to issue the start command.
