А вот что происходит в 8.10 beta 1 32-bit (другие пакеты ставятся нормально):

dd на seashell810:~$ sudo apt-get install xxkb
Reading package lists... Done
Building dependency tree

Since you only requested a single operation it is extremely likely that
the package is simply not installable and a bug report against
that package should be filed.
