Hi Myles - I'll take a deeper review as well but we need to leverage mod_wsgi in Apache rather than uwsgi in Ubuntu as uwsgi is not in Ubuntu main:

Keystone has example configuration for Apache on how todo this.

While reading around that I also noted the introduction of two new ovn worker processes at 2024.2 which are required when running Neutron under WSGI:

We should sweep those up as well.
