[Bug 2073113] [NEW] Fix unfallback from status icon

Public bug reported:

1. Before do unfallback, check that the StatusNotifierHost is registered
to avoid hiding the status icon when host is not available.

2. Before do unfallback, clear the fallback timer, otherwise the status
icon might appear again when it shouldn't be.
