Chris Peterson has proposed merging ~cpete/ubuntu-seeds/+git/ubuntu:jammy-no-openssh-server into ~ubuntu-core-dev/ubuntu-seeds/+git/ubuntu:jammy.

Commit message:
move ssh-import-id to cloud-image

Backport of fix for LP: #1974483 from Mantic to Jammy. Removes
ssh-import-id from the server-minimal seed such that openssh-server
is not always implicitly installed on server.
