yes, it was "should be safe to drop in 22.10 or later"
at the time i thought debian would catch up and would refuse upgrades to systems without usrmerge.
Does anything check that (in case somebody tries to do focal to noble jump, or upgrade a system without ubuntu-minimal?)?
for example, I really hope we do refuse to change codename to noble on non-usrmerged systems, or like at the very least ubuntu-release-upgrader checks for that?
or do we really not care.....
