This adds the running-autopkgtests script which will display the
currently running and queued (Ubuntu) autopkgtests. This was 
originally a script from ~ubuntu-server/+git/ubuntu-helpers
named lp-test-isrunning. I refactored it a bit just to include
an argument parser and reformatted it with Black, but otherwise
remains unchanged. 

I also started the next changelog entry.
