We are not going to include the new security center by default in Noble, meanwhile we still have documentation referring to software-properties, one example

If we are going to hide the entry we need first to review which documentation needs to be updated and we should at least talk to the pro PMs to ensure they are fine with the change and that we can get the website documentation updated (maybe giving different advices for different Ubuntu series)
